From what I have gleaned from the scant sources, this is a badge awarded to young men (from
1939? and later women in 1943) based on their physical prowess. The badge was centered around
a citizen's strength test to improve the general physical health of the populace. The test consisted
of jumping, running, throwing, etc. There were three levels: Beginner (初級), Intermediate (中級),
and Advanced (上級). Once a level was passed, a badge was awarded.

As for the badges themselves, there is no indication of level. Inscribed on the back of all the
examples I have seen are the name of the badge and the year.

However, the central Sacred Mirror design can be seen in bronze and silver, so we may assume
that these are the two lower ranks. At the bottom of this page you can see an example that has
silver rays extending from the center. This may be the Advanced level badge. Sorry to say, I have
lost the picture of the reverse...

Also shown is an original envelope, and these have the level listed at the top. Once I can find an
unopened one and see the color of badge inside, I can make a more definitive judgement.

Note that some of the colored rays are painted while some are enameled. I do not know why this is.
