Soldier Association insignia. The blue enameled badge shape closely
resembles the
rare Army Military Merit Badge (see below right).

Heisei 1 [1989] National Meeting, Sponsored by Okayama City.'

but I'm not sure. The central kanji read 'Yamaguchi.'
